What: In 1939, French minister for Public Instruction and the Arts (Ministère de l'Instruction Publique et des Beaux-Arts), Jean Zay proposed the creation of an international film event in France. Cannes was chosen for its “sunshine and enchanting setting”. The first International Film Festival (Festival International du Film), to be presided by Louis Lumière, was postponed due to the war. In 1945, the French Association for Artistic Action (Association Française d'Action Artistique) was asked once again to organise a festival to be held under the aegis of the Ministry of Foreign Affairs (Ministère des Affaires Etrangères), the Ministry of National Education (Ministère de l'Education Nationale) and, from 1946 onwards, the newly founded National Cinema Centre (Centre Nationale de la Cinématographie – CNC).
